Hard to say where here is, but it should be pointed out that there are two heres, one to the left and one to the right, and the right one seems to be a lot closer. That's why we say, "It's right here." The left one seems to be more distant, and it's a popular place to visit. "Where's Joe? I thought he was right here." "Joe? Left here about an hour ago."
Actually that's there, not to be confused with here. When he returns, folks will say, "He's right there" or simply, "There he is!"
The fact that currently he's absent is neither here nor there.
