There are rolls of snow you can buy. It is pressed cotton with silver sparlkies and stars. IMO vintage snow has better sparklies. If you cant find that, go to a fabric store and by cotton lining (baton??)

Another option is to use white paper and spray it with the SNO-SPRAY used on windows. I'm not sure if this option can be used for more than one year though.

There's a Canadian Dollar store called DOLLARAMMA, they sell scale lamps, roads, benches and other accessories. I'm sure other dollar stores will have them (for a buck). They also had crappy rolls of snow, but they could be improved with glitter.
